continue to be the interests and wishes of the governments and peoples of the territories.
The
only significant way in which individual territories may be affected is that we intend to adopt a rather more flexible approach to UN visiting missions. We think that it might help to educate members of the Committee if they were able to visit some of our territories but we intend to select these carefully in the light of the Committee's well-known policies. As Administering Power HMG will retain the right to select the territories and the wishes of the local administrations will be a major factor. 4. We intend to maintain our position that the Associated States and Brunei do not fall within the competence of the Committee. Hong Kong was removed from the Committee's list of non-self- governing territories by the General Assembly in 1972 and is therefore most unlikely to be referred to in Committee discussions.
5. The purpose of this telegram is to give you advance information. We shall ask you to inform your loaal administration shortly before the announcement in Parliament.
