1. As Hong Kong does not have an international personality, I suggest that Hong Kong's introduction to the UNEP should be through the same channel communication as that used by the United Kingdom (? BHC Nairobi). Difficulties have been caused in the past through the Hong Kong Government starting to deal direct with international organizations.

I would hope that every effort can be made 12 facilitate Hong Kong's request for inclusion delegations to conferences etc run by the UNEP There are several precedents for Hong Kong's attendance at conferences run by other UN bodies, e.g. the Tited Nations Commission of Narcotics and the World orulation Conference.

You will know Hong Kong has a very high population density. This together with the problems caused by heavy industrial concentration, has created environmental problems that many members of the UN, let alone other dependent territories, do not have to contend with.
4. The Hong Kong Government have recently been giving a lot of thought to environmental problems. They are hoping to introduce legislation covering all ts of pollution of land and sea. They also prop to set up a central environment control agency. 1 very much hope therefore that we can be as forthcoming as possible over their request for inclusion in the United Kingdom's delegations to UNEP.
