ESCAP SEMINAR ON PACKAGING

If the Russians, East Europeans and probably Chinese are not expected to be represented at this seminar, then we see no objection to it being held in Hong Kong. But in fact, the Soviet Union is an original member of ECAFE (now ELCAP). This may not mean that she will attend the proposed seminar, but presumably does mean that she will be in a position to do so if she wishes. Furthermore, Mongolia is a full member of ESCAL; don't know whether she plans to participate in the seminar but if she does, you will no doubt wish to consider the possible snage. We should therefore be grateful for any further indication which you or Bangkok can obtain about possible Mongolian or Soviet participation.
