HONG KONG AND WTO

1. In my minute of 17 October about separate Hong Kong membership of WTO, I said that consideration should be given to the possibility of a hostile Chinese reaction. However, if China herself is not a member of the WTO, then I would think that the liklihood of a protest from the Chinese will be remote. As long as the usual precautions are taken against listing Hong Kong as a country or territory, I see no objection to the line taken in the draft telegram to Hong Kong.
