Mr Ennals will behairing a meeting on 2 December at 11.45 a.m. to discuss the present situation in Hong Kong. This arises from the current concern about Hong Kong in Parliament. The recipients of this minute, and Lord Goronwy-Roberts, have been invited to attend the meeting.

2. The best lead-in to the subject for Mr Ennals might be the attached submission and papers which we put together for Lord Goronwy-Roberts meeting with the Parliamentary Labour Party. I understand that that meeting went well. Lord Goronwy-Roberts will be expanding on this on 2 December. The next discussions on Hong Kong will be the meeting of the International Committee of the Labour Party on 10 December, for which Mr McNally is preparing papers; then there is a meeting of the Overseas Labour Consultative Committee on 16 December, for which the brief is at Flag E in the attached papers. Finally, Lord Goronwy-Roberts will be having a day's discussions with the Governor of Hong Kong on 18 December. These will give the opportunity for a general review of our policy in Hong Kong.

3. The attached papers cover the Hong Kong topics which can be freely discussed with MPs. There are, however, other questions of current importance affecting British interests in Hong Kong which we are dealing with on classified papers. Notes on these topics are attached.
