1.
At today's office meeting Mr Larmour asked me to circulate copies of the attached draft submission by Mr Scott for information. Please let me know by telephone if you have any specific comments, which I will then co-ordinate for Mr Larmour as from the Dependent Territories Division.
2. In discussion Mr Larmour said that he understood that copies of the submission had already been sent to the Private Office and to Mr Guest; it was suggested that if Mr Scott and Mr Coles saw no objection copies should also now be sent to Mr Galsworthy (in view of Lord Goronwy-Roberts' special responsibility for Hong Kong), and to Mr Goulding.
