Affairs whether he will make a statement on the Geneva Conference on the Rules of War.
Air. Ennals: The Diplomatic Confer- ence on Humanitarian Law in Armed Conflict, for which the preparatory work was carried out under the auspices of the International Committee of the Red Cross, was convened in Geneva by the Swiss Government to supplement and up- date the provisions of the four Geneva conventions of 1949 by the addition of two protocols. This is an endeavour which Her Majesty's Government sup- port, and a United Kingdom delegation is participating fully in the conference which began on 20th February and con- tinues until 29th March 1974.
Hong Kong
Mr. Carter asked the Secretary of State for Foreign and Commonwealth Affairs if he will institute an inquiry into the internal affairs of Hong Kong.
Mr. Ennals: No. My right hou. Friend will of course be considering the problems that face Hong Kong as part of his general review of policy; but I do not now see a need for any inquiry.
St. Helena
Mr. Carter asked the Secretary of State for Foreign and Commonwealth Affairs when he expects the St. Helena Develop- rent Plan to be published.
Mis Lestor: The development plan will be laid before the St. Helena Legis- lative Council in the near future. the same time I will arrange for a copy to be placed in the Library of the House.

Mr. Heffer: There are no present plans to build further advance factories in Caer- narvonshire but the needs of the area are being kept under close review.
Steelworks (Wales)
Mr. Wigley asked the Secretary of State for Industry when he will be able to announce his decision on the future of the Shotton, East Moors, Cardiff, and Ebbw Vale steelworks.
Mr. Eenn: I intend to carry out my review of the British Steel Corporation's closure programme as speedily as possible, but I cannot commit myself at this stage to a firm timetable.
Oil Desulphurisation
Mr. Skeet asked the Secretary of State for Industry what capacity of crude oil desulphurisation plant is available in the United Kingdoni; and how the total compares with other European Com- munity States.
