my telegram no. 140 and to inform you that Her Majesty The Queen
has been pleased in pursuance of clause XIII of the Hong Kong
Royal Instructions of 14 February 1917 as amended to give
instructions that you should appoint Mr D W MacDonald as an
official member of the Legislative Council.
