I have the honour to inform you that I have appointed Mr. H. M. G. Forsgate, OBE, JP, and Mr. Kenneth T. C. Lo, JP, provisionally and subject to Her Majesty's pleasure, to be Unofficial Members of the Legislative Council with effect from 22nd April 1974 during the absence from the Colony of Mr. G. M. Sayer, JP and Mr. Q. W. Lee, OBE, JP. I have also appointed Mr. J.D. McGregor, ISO, JP, to be provisionally an Official Member of the Legislative Council with effect from 24th April 1974 in place of Mr. D. H. Jordan, MBE, JP, who will, from that date, be performing the functions of Financial Secretary, an office the holder of which is an ex officio Member of the Council as laid down in Royal Instruction XIV.

Mr. Forsgate's previous appointment referred to in your despatch HKK 1/4 dated 20th June 1973 expired on 29th July 1973 following the return to the Colony of Mr. P. G. Williams, JP.

Mr. Lo's previous appointment referred to in your despatch HKK 1/8 dated 2nd May 1973 expired on 9th May 1973 following the return to the Colony of Mrs. Joyce Symons, OBE, JP.

Mr. McGregor's previous appointment referred to in my despatch dated 3rd April 1974 expired on 11th April 1974 following the return to the Colony of Mr. D. H. Jordan.

Copies of the instruments of appointments and of the gazette notices promulgating the above three appointments are attached.
