APPOINTMENTS TO LEGISLATIVE COUNCIL

I enclose a formal despatch informing you of Her Majesty's Instructions in response to the Governor's despatches of 10 and 23 July. I take it that, unlike previous appointments of Official Members, these appointments are deliberately being made for an indefinite period.

Incidentally, we see from the Daily Information bulletin of 9 August (page 7) that the five new Unofficial Members of LegCo, proposed in your telegram no 611 of 5 June and approved in our telegram no 591 of 25 June, were duly appointed. However, we have not yet received a formal despatch about these changes.
