APPOINTMENTS TO LEGISLATIVE COUNCIL, HONG KONG
In his telegram no. 1027, the Governor has replied to our telegram no. 878 about the appointment of the Commissioner of Police to Legislative Council.

I think his arguments for not appointing Mr Slevin are valid, particularly in view of our own doubts. The alternative of appointing Mr Price also seems to me entirely acceptable. The Commissioner of Labour has previously been a normal member of the Council, but was replaced earlier this year by the Secretary for Social Services, F K Li. It does no harm to have both the Secretary and the Commissioner of Labour on the Council. We should, however, let the Governor know officially of our approval.
