In your minute of 9 January you asked for new paragraphs in the Country Paper for Seychelles, to be entitled "Local Wishes" and "HMG's View of Local Wishes".
2.
Local Wishes are in fact already covered in paragraphs 6 and 7. I suggest therefore that the title "Local Attitudes and Considerations" should be changed to "Local Wishes". The last sentence of paragraph 7 "This would not be in the overall British interest" should be deleted. A new paragraph should then be added, entitled "HMG's View of Local Wishes" in the terms of the attached. The two sentences in

the
paragraph 9 (now paragraph 10) beginning "Seychelles is still inexperienced ..." and ending period under review", should be deleted.
