I am delighted with the prominence you have given to the objective of denial in the section headed 'British Interests'. I am not sure, however, that it would be right to conclude as the paper does in paragraph 8 that staging rights would lapse on independence. It would probably be an objective of independence negotiations to ensure that they did not. It might therefore be better if, after paragraph 8e, it read: 'Of these (b) would certainly and (a) possibly lapse
