1. I enclose a draft submission which you may care to addreða
in similar terus to Miss "estor through Sir D Watson, and to
Mrs Hart through Mr Williams, covering a draft DUFC Memorandum
also attached, and the 1973 FCO FAR Review on the future of the
Dependent Territories, as it stands. The drafts incorporate
suggestions made by the other addressees of this minute who have
been consulted. Mr Burr has confirmed that at official level the
ON are content with the action proposed and with the terms of
the drafts.

In conveying this Fir Burr mentioned that Mrs Hart recently
said in conversation with Under-Secretaries in the ODM (but not
specifically with reference to the PAR Review) that she did not
think that we should push the remaining Dependent Territories
into independence, but rather that we should give them more aid
so as to raise their standards to those of neighbouring countries.
