studies to define our objectives for the political/ constitutional development of all our remaining dependent territories (including the West Indian Associated States), other than Hong Kong, BAT, BIOT and St Helena/Ascension Island, which we want to keep as dependencies. In the case of Gibraltar, Belize, the Falkland Islands and the New Hebrides, the definition of policy objectives will of course have to take account of external constraints respectively the territorial claims of Spain, Guatemala and Argentina, and the Condominium with France.
The ODM (in consultation as appropriate with the FCO) should set in hand individual studies in depth on the needs and resources of each one of our dependent territories to provide a basis for the definition of our aid policy, consistent with our political objectives for each.
