Kingdom the only person I know who has relevant experience is an official in the United Nations Narcotics Division called Mervyn Manby. He has much experience on the law enforcement side, was, I believe, a colonial policeman and has been specialising in the subject for some years. He is, I think, somewhat younger than Richard Tufnel,
but I do not know precisely how old he is. I do not, however, know him well enough to comment upon his capacities as an all rounder, but I have heard him well spoken of by people whose judgment I respect.
