Thank you for your letter of 1 November. I am replying demi-officially since it seems that something may come of all this and we should get the correspondence on to our files.
After we spoke the other day I contacted Hong Kong. Their reply is an expression of definite interest. However, they went on to say that they would need an up to date assessment for consideration by their Public Service Commission before they could take the matter any further. We can get details and appraisals of your HMOCS career from the files here and will send them to Hong Kong. However, I imagine these papers will peter out in the period after Ugandan independence. I think it would therefore be helpful if you could provide me with an up to date curriculum vitae and any references you may have to hand. I don't know whether you want to take your present employers into your confidence at this tentative stage, but if they are willing to produce a helpful assessment, this would, of course, be the most up to date of all.
I note the caution in your letter, and of course Hong Kong have been careful not to commit themselves at this stage either. However, if you do want to take the matter any further, I think you could proceed as far as I have suggested without commitment of any kind. I think Hong Kong will probably want to interview any likely candidates out there, since an obviously important factor is how the person chosen would fit into the Hong Kong scene. But I take it this would give you no great problems at an appropriate stage?
I hope the right solution for you, whatever that may be, emerges from all this. I will keep an eye on things from this end and give a helping hand if this seems called for and not counter-productive.
