Duties and Responsibilities: 1.

Consultant and Adviser to the Division of Narcotic Drugs on new country programmes as they emerge, including at present: Afghanistan, Pakistan, Nepal, Laos and possibly Peru and Burma; Responsibility for advice on preparatory work and preliminary negotiations with the above governments on any requests for assistance from the Fund in fields of multi-disciplinary Country Programmes of Drug Abuse Control. These to include: assistance towards strengthening law enforcement; assistance in training national personnel in fields concerned with drug abuse control; assistance with legislation to bring national laws within the ambit of international treaty obligations; assistance towards strengthening forensic and other laboratory services; assistance towards crop replacement and community development pilot projects;
Advice to the Director of the Division of Narcotic Drugs, through the Deputy Director of Operations, for ensuring a smooth administrative follow-up at all stages of negotiation and preparation;
4. Responsibility in respect of the same country programmes for
advising the Director of the Division, through the Deputy Director of Operations, on liaison with other members of the United Nations family, with the specialized agencies, and with any relevant bilateral sources of assistance in order to ensure maximum co-operation and co-ordination of input at all levels and in all fields;

Continuing primary responsibility for advice on the law enforcement project in Afghanistan, the final formulation and implementation of the proposed programme in Pakistan, and the final formulation and co-ordination of the proposed programme in Nepal;
Consultant on training aspects of law enforcement projects working in close collaboration with the Officer-in-charge of such activities in the Division of Narcotic' Drugs;
Consultant on administrative structures, necessary to carry out a co-ordinated programme of control of drug abuse within a country;
To act as adviser to the Deputy Director of Operations, Division of Narcotic Drugs and to assist with the formulation of policy for the Operations Seation of the Division;
9. To be available for ad hoc missions to countries and projects
with which the Division is associated; and
10. Perform any other duties as may be assigned.
