HONG KONG: CONSTITUTIONAL ADVANCE
1. In his Annual Review for 1973 (Sir Murray MacLehose's Second Annual Report) the Governor indicates that he intends to address the FCO with a view to re-examining the question of constitutional advance for Hong Kong.
2. As you will see from Mr Stuart's submission on the Review of 1 February, and the comments by Mr Youde and Sir D Watson, the concensus of opinion seems to be that there are still formidable difficulties in any doctrinal changes in this issue. The review had yet to be submitted

The Governor is coming to the UK for consultations in June (17-20 June) and is likely to raise the subject then. We should be grateful for any comments the Planning Staff may have on this question.

I am attaching some old files and papers which relate to this question, which was last considered in 1971 (HKK 1/11 attached). Please see in particular Folio 5, listing Chinese statements about Hong Kong; and Folios 6-10.
