I have now received the Governor's letter of 8 June, which explains why he raised the question of life peerages with Lord Goronwy-Roberts at his lunch on 18 June. I have discussed the question with him again and agreed that, while he would mention it to Mr Curle at his meeting tomorrow, he would propose that the possibility of finding a member for the House of Lords from Hong Kong should be left in abeyance for the time being. I said that this would accord with official views in the FCC.
