1. As you will see, Mr Spearing's letter refers back to Mr Royle's letter of 7 December which was based on the Hong Kong Government's answer to a written Parliamentary Question put by Mr Spearing.
2. Whilst I think the 3 studies listed in Mr Royle's reply are available in the library, the letter takes up fairly detailed questions on the financing of the project.

3. Mr Spearing suggests that he should talk to someone at the Hong Kong Office in London about this direct. I propose that we recommend that Mr Royle should agree to this suggestion. Whilst of course we retain constitutional responsibility for Hong Kong the Government's view, which we have contested, is that the fulfillment of this project lies entirely within the purlieu of the Hong Kong Government. The United Kingdom bid has been rejected. In the circumstances I think we will be placing ourselves in difficulties with the Hong Kong Government in fielding Mr Spearing's queries.
