The blackout on Hong Kong Island
A power failure occurred on Hong Kong Island on December 15 resulting in a total blockout in various areas for as long as two hours. According to the spokesman of Hong Kong Electric, this power failure was caused by the reduction of voltage and the switching off of generators in reserve to save fuel.
Commenting on this incident, Tin Fung Yat Po (communist) said "We must prepare an overall plan and decide on the priorities in our attempts to save fuel."
"The electricity supply system must not be affected by energy conservation unless the worst comes to the worst," the paper stressed.
Public utilities should consider the safety problem in their conservation attempts and find out speedy remedics to cope with any breakdowns, New Life Evening Fost observed.
"As indicated in this incident, the reduction of voltage and the turning off of spinning reserve could lead to power failure. These unsatisfactory methods should better be abandoned since they have been proven unworkable," Fai Po said.
Underground Railway and Industrial Land Policy
The Government announced on December 11 that it had decided to enter into negotiations with a Japanese consortium on the possibility of concluding a contract for the construction and equipment of the first four stages of the mass transit underground railway.
