Mr Spearing's letter of 13 December refers back to
Mr Royle's letter of 7 December on the Mass Transit System in
Hong Kong. This in turn was based on advice from the Governor
about the reply to Mr Spearing's written P.Qo

Mr Spearing's letter takes up some fairly detailed questions
on the financing of the Underground project. We could get the
answers for him, but this might lead us into having to defend
Hong Kong's decision (as distinct from their right to make it).
I do not think we want to do this. Mr Spearing himself suggests
that he might get his information from the Hong Kong Government
Office. I think this is the right place. If Mr Royle agrees,
I will let Mr Kidd know that he should expect Mr Spearing to
contact him.
