Thank you for your letter of 13 December taking up some further points in connection with the Hong Kong underground system.

These are all questions that have been considered in Hong Kong rather than in London. Moreover, as you will know, the Hong Kong Government have decided to negotiate the contract with a Japanese consortium. The provision of finance is a matter to be discussed between them. It might therefore, as you suggest, be most convenient for you to take up your points with the Hong Kong Government Office. We have checked with them that they have copies of the three studies referred to in my letter of 7 December. We have also spoken to the new Hong Kong Commissioner, Mr. S. T. Kidd, whose address is 6 Grafton Street, W.1, Tel. 499-9821, and he is expecting you to contact him.
