Thank you for sending me a copy of your minute of 23 October.
1.
I would myself have worded sub-paragraph (a) in the recommendations for our future policy on the lines of:-

"By making it clear that having already substantially breached the conditions, we would expect the Hong Kong Government to treat an Anglo/Italian bid on its merits even if it does not fulfil the original conditions."
But the end result of the two versions is virtually the same and I do not think I need quarrel with your minute.

I enclose for your personal information a copy of a minute which I have sent to my own Minister.
