As I explained on the telephone, the information reaching the British Group both from their own sources and through us has persuaded them that there is enough flexibility in the Hong Kong Steering Group's attitude towards the price level for it to be worth their while trying to follow the advice from the Governor and send out a team to try to put together a proper counter to the Japanese before the 2 December deadline. I am reporting this to my Secretary of State and suggesting that he might send a message to the Governor on the lines of the draft attached.
