His suggestion of a visit to Hong Kong by

the leaders of the consortium seems to me a good one and I

hope you will encourage it. If you would like me to inter-

vene to ensure that the consortium understand the political

realities, it might be better to do this before the proposed

visit to Hong Kong; that is, in the next few days.
