We are grateful to you for giving our representatives the
opportunity of meeting with you at such short notice on the
21st November 1973. This letter is written to confirm that
we are indeed submitting a counter bid for the purpose of
the Steering Group's supplementary procedure. In line with
your request we now propose to restate our position in terms
relating specifically to the Government's "Requirements"
detailed in your letter dated August 1st 1973 as amended and
amplified by discussion in London at the end of August and
early in September.
We confirm that the above Requirements are for the most part
acceptable to the Anglo-Italian Group. In the majority of
instances confirmation that the Requirements can be met has
already been given separately by the British and Italian
Groups.

Apart from reiterating one or
or two points, we are therefore
only commenting in detail where confirmation was lacking before
and where our response is now either more positive or there are
differences between the Italian and British positions.
Requirements not specifically mentioned below should therefore
be considered as met. (Paragraph numbers hereunder are those
given in the Steering Group's document "Requirements to be met
for a single contract for the Mass Transit Railway").
