1. I submit a draft reply to Mr Nigel Spearing's Written Question
about the Mass Transit System. It is based on Hong Kong telegram
no. 1392.

In view of the need to consult Hong Kong and other Departments
in Whitehall, the Parliamentary Unit agreed that the deadline should
be close of play today.
