Steering Group's Requirement
(h) The consortium must recognise that limited work, storage, etc areas would be made available.
(i)
The consortium must accept Government's ruling on the importation of workers.
(j) The consortium should make their own arrangements
for housing expatriate workers.
III.Pricing

The price should cover all the consortium's costs, including design, project management, contract and credit insurance etc.
The consortium should price in accordance with conditions, specifications etc. laid down by the client, and any variations should be separately priced.

and limited to a pre-agreed maximum (cf. II(f) above).

There should preferably be no 'unforeseen' circumstances' clause: if there has to be one, claims must be limited to a pre-agreed maximum (cf. II(f) above).
The consortium must state a ceiling or maximum price for the project which will not be exceeded in any circumstances.
The ceiling contract price (adjusted and escalated) must be below $5,000 mn. (Otherwise, in the Steering Group's view, the project is not viable).
