The Consortium's financial advisers have offered to act as financial advisers to the MTR Corporation, and to assist in arranging bond issues, medium-term bank loans and other market finance, if required or desired by the client.

Construction/Equipment Aspects

The Consortium propose to commence construction on 1st April 1974, and have indicated a maximum construction period of five years from the date of commencement.

They intend to use the most advanced construction methods available, with a view to minimising labour requirements.

They will assist in organising and/or providing training facilities for the MTR Corporation's operations staff. They would also provide for a period of test operations in respect of the rolling stock and E & M equipment supplied.

Additional Work Required of Consulting Engineers

Before they could take over the detailed design of the system, the Consortium would require from the Consulting Engineers:

(a) details of soil conditions throughout the network;

(b)

(c)

details of the nature, location and extent of utility services;

details of the nature and type of foundations of buildings fronting or close to the MTR works;

(d) 1/500 topographical maps showing the route alignment;

(e) 1/200 topographical maps in the neighbourhood of stations

giving overall dimensions and details of ventilation shafts and station entrances; and

(f)

performance specifications as regards E & M supplies.

Proposed Sequence of Events

The Consortium's proposal to commence construction on 1st

April 1974 is predicated on the assumptions that:

(a) they would receive a Letter of Intent by 1st October 1973 signifying the client's intention to negotiate a contract with them;

(b)

(c)

information on soil conditions would be made available by the Consulting Engineers progressively as it is ready;

other basic data and design parameters for civil works and performance specifications for E & M supplies would also be made available progressively, and would be completed by January 1974; and

(d) negotiations on the contract would be completed before the

end of March 1974.
