and testing and the other for the construction of four trial tunnels, to establish as much information as possible on underground

conditions before the main work is let to tender.

Land

The land necessary for the construction of the first four stages and for works and storage sites has to be acquired and negotiations must be put in hand immediately. Easements in

and under properties will be needed for such things as station entrances, ventilation shafts and, occasionally, for running lines. People will have to move from affected properties, encumbered Crown land must be cleared and buildings demolished, and the protection of the MTR's routes continued.

Utilities

A Utilities Co-ordinating Group led by the Director of Mass Transit Studies will need to be established immediately to co-ordinate necessary diversions of utility services which will need to commence as much as six months in advance of the construction of the MTR.

As regards legislation, two Ordinances will be required

to bring the MTR into operation. These are:

An Ordinance to allow Government to acquire compulsory rights of way and easements in land or buildings along and adjacent to the alignment of the MTR. Although in recent years Government has retained or acquired some land for this purpose, it must now acquire such rights in land or buildings, on payment of compensation, as are necessary to establish stations, ventilation shafts and other facilities essential to the construction of the

MTR.

An Ordinance to set up a Mass Transit Railway Corporation. The Ordinance will empower the Corporation to take over all the land and rights in land and buildings which Government
