enquiries and expressions of interest from various individuals, com- panies or groups, both local and overseas. In the light of the requests for additional information made by these interested parties, the Steering Group issued, on 17th July 1972, an "Invitation to Submit Proposals" for the financing, construction, equipment and/or opera- tion of the Railway. This invitation, a copy of which is at Annex D, was distributed to all those who had already shown a serious interest in the MTR project. International publicity was also given to the issue of the invitation, and arrangements were made for copies to be available from the Hong Kong Government Office in London, the Hong Kong Government representatives in Geneva and Brussels, and offices of the Hongkong and Shanghai Banking Corporation in Hamburg, Paris, New York and Tokyo.
Receipt and Analysis of Proposals

A total of 21 proposals have now been received by the Steering Group in response to the invitation of 17th July 1972. In addition, 27 other individuals, companies and groups have approached the Steering Group and indicated their interest, in one way or another, in the project, but have not submitted any formal proposals. A list of interested parties is at Annex E,

Of the 21 proposals received, the Steering Group, after preliminary examination, decided that eight did not warrant serious consideration and exploration, on the grounds that:

(a) the information submitted by the proposer was so
scanty as to give rise to doubts as to his qualifi- cations, experience or resources for undertaking the project; or
(b)
j
the proposer's interest and capability were limited to only one or two of the many aspects involved in either financing, constructing or equipping the Mass Transit Railway. (The services of the proposers in this category could still be employed for specialised purposes).
The remaining 13 proposals fall into three main cate- gories, namely:
