the survey work and ground investigations out- lined in paragraph 19 be undertaken as a matter of urgency;
to avoid unnecessary delays should a firm decision later be taken to proceed with con- struction of a Mass Transit Railway, all associated public works, such as those des- cribed in paragraph 22 of the memorandum, and the relevant parts of the Mass Transit Railway, now be geared to the possibility of work starting in 1974;
draft legislation be prepared as soon as possible for the compulsory acquisition of, and compensation for, property affected by the construction of the Mass Transit Railway; and
a public announcement of the decisions so far taken on the Mass Transit Railway proposals be made in the Legislative Council on 7th June 1972.
Pursuant to paragraph 2(f) above, the Financial Secretary made a statement in the Legislative Council on 7th June 1972, in the form of a reply to a question from an Unofficial Member. A copy of the statement is at Annex C.
