MEMORANDUM FOR EXECUTIVE COUNCIL

MASS TRANSIT RAILWAY

Introduction

On 11th April 1972, after considering memorandum XCC(72)27. (copy at Annex A), Honourable Members advised and the Governor ordered, inter alia:

that, subject to satisfactory arrangements being made for financing the project and for letting contracts, the construction of the full Mass Transit Railway as proposed by the Consultants be approved in principle; and

that a further memorandum be prepared as soon as possible for consideration by the Council explaining the approach it was pro- posed to adopt in exploring the sources of finance likely to be available for the con- struction of the full Mass Transit Railway as proposed by the Consultants, and in working out the best methods of letting contracts.

Subsequently, on 23rd May 1972, after considering memorandum XCC(72)37 (copy at Annex B), Honourable Members advised and the Governor ordered that, subject where appropriate to the voting of the necessary funds by the Finance Committee of the Legislative Council:

on the basis of the considerations advanced in the earlier part of the memorandum, a steering group be established to submit proposals on the best methods of financing, tendering for, and of organising the institutional arrangements for controlling, the Mass Transit Railway, and to advise in particular on the amount which would have to be provided from public funds in order to attract sufficient private capital to enable the project to be undertaken;

the Consulting Engineers be re-engaged on

month to month terms as outlined in paragraph

18 fully to investigate, design and prepare

detailed contract documents for the first two

stages of the Mass Transit Railway;
