Honourable Members will be asked to advise whether:

a decision in principle should be taken to adopt the single-contract approach (i. e. awarding the contract for construction and equipment to one consortium) for the first four stages of the Mass Transit Railway;

further exchanges should be entered into with the four consortia listed in paragraph 8 above, with a view to bringing at least one of them up to the requirements set out at Annex F;

the Steering Group should be authorised to select the consortia with which to enter into actual negotiations, subject to the proviso that the final selection of a particular consortium would not be made without further reference to Executive Council;

subject to the approval of the necessary funds by the Finance Committee of the Legislative Council, the works described in paragraph 21(a) above should be undertaken on the basis proposed;

pending the establishment of the Mass Transit Railway Corporation, the additional steps set out in paragraph 23 above should be taken; and

a public announcement should be made, in general terms, of the decisions taken.
