Beginning of August: Simultaneously with (a) above, the Steering Group would inform each consortium by letter of those of its requirements which the consortium have yet to satisfy. These letters would seek a written response from the consortium by the end of August as to whether they would be prepared to enter into negotiations with the Steering Group with a view to developing a contract which would satisfy the requirements stated.
End of August: The Steering Group would arrange meetings with those consortia which have responded positively to the letters at (b) above.
During September: Meetings would then be held with each of these consortia to clarify their written response.

End of September: The Steering Group would select, on the basis of the indications received during the meetings at (d) above, the consortium or consortia with which actual negotiations should be held. selection at this stage would be based largely on a relatively straightforward and objective assessment of each consortium's ability to meet the Steering Group's requirements. It is proposed that the Steering Group should be authorised to make the selections without further reference at this stage to Honourable Members, unless the assessment shows that one consortium should be selected straight away).
From October 1973 to March 1974: The Consulting Engineers would progressively issue to the consortium or consortia basic data and design parameters for the civil engineering works, and performance specifications for E & M equipment, as these are defined.
From December 1973 to May 1974: The Steering Group (and later, preferably, the MTR Corporation: see paragraph 23 below) would progressively receive completed design proposals from the consortium/ consortia, and these proposals would be appraised by the Public Works Department in consultation with the Consulting Engineers. Concurrently, a series of discussions would be held with the consortium/ consortia with a view to developing and defining the principles of the conditions of contract.
(h)
By early June 1974: After agreement in principle
(i)
has been reached on the design proposals and conditions of contract, the consortium/consortia would submit firm prices.
June/July 1974: Each consortium's price or prices would be thoroughly assessed in relation to the conditions of contract proposed for adoption.
Assuming
that two or more consortia are still involved, Honourable Members would be consulted as to the final selection of a consortium at this stage.
