Proposed Sequence of Events Leading up to

the Conclusion of the MTR Contract

ANNEX

(1) Beginning of August: the Steering Group to contact the four

consortia by letter.

(2) Late August: the Steering Group to arrange meetings with

those consortia which have responded positively to the letters at (1) above.

(3) August/September: the Steering Group to meet each consortium to receive and discuss their response and to clarify the Government's requirements for a suitable contract.

(4) End of September:

on the basis of the indications received during the meetings at (3) above, a selection to be made of the consortium or consortia with which actual negotiations should be held.

(5) October 1973 to March 1974: basic data, design parameters,

etc. for the civil engineering works and performance specifi- cations for electrical and mechanical equipment to be issued progressively to the consortium/consortia concerned.

(6) December 1973 to May 1974: the client to receive and appraise completed design proposals progressively submitted by the consortium/consortia; concurrently, a series of discussions to be held with the consortium/consortia with a view to developing and defining the principles of the conditions

of contract.

(7) By early June 1974: agreement in principle having been

reached on the design proposals and conditions of contract, the consortium/consortia to submit firm prices.

(8) June/July 1974: each consortium's price or prices to be

assessed and, if two or more consortia are still involved, the final selection of a consortium to be made.

(9) July 1974: the client to issue a Letter of Intent to the

selected consortium signifying the client's firm intention to enter into a contract with the consortium. (This Letter of Intent would enable the consortium to start mobilising resources for the works involved, and would authorise the consortium to incur, within reasonable limits, expenditure for this purpose).

(10) July to October 1974: final negotiations and drafting of

the contract and related financial agreements to take place.

(11) October 1974: the contract and related financial agreements

to be executed, and construction to begin.
