HONG KONG MASS TRANSIT PROJECT - ARTICLE BY MR CHAPMAN PINCHER
My Secretary of State is very grateful to Mr Royle for having postponed for the time being any question of an article on this project by Mr Chapman Pincher. Certainly the present moment was hardly propitious for a major piece on this subject. In any event the timing of any article will need to be carefully judged in relation to progress over the deal. Mr Walker is most concerned that nothing should be done which has any risk of damaging the prospects for the British firms competing for this important order or indeed of embarrassing the Governor of Hong Kong who will ultimately be responsible for the choice
of contractor.
I understand that you have left things with Mr Chapman Pincher on the basis that you will be in touch with him again when the right moment comes in the future. It would be very helpful if Mr Royle would let my Secretary of State know in advance of any further action with Mr Chapman Pincher on all this, so that Mr Walker can help in reaching the right judgement by commenting in the light of the latest information about progress with the project.
