The Governor thought that a final decision on the contract would be taken next March. the meantime the competing consortia would probably
be boiled down to two (i.c. the British and Japanese consortia). Ile thought the British Consortium had a very good chance, but at the moment the weak link in it was the civil
engineering contractors. [This fact may be well known to you and to the D.T.I., but if not I think it should be brought to their attention at once.]
