Bob Fell's approach to MITI following up their earlier suggestion of Anglo/Japanese cooperation has at last yielded a reply;
attach a copy.

From their comments I would deduce that the Japanese have the same doubts and inhibitions as the British group (and have an additional problem on a guarantee from the Hong Kong Government) but are more prepared to go along with the Steering Group and see what turns up at the end.

3 However no mention is made of the reported preemptive bid. If that bid reflects the expressed doubts I can not envisage Governmen swallowing it at this stage; if despite the expressed doubts it meets the Government's 43 items then this message may be merely to test our position. You or Stuart may by now have some information on the preemptive bid which would help to clarify where the Japanese really stand.
