FORMAT
1. Plenary sessions were held in the afternoons of 19 and 20 March.
During the morning of 20 March and throughout 21 March consultations on a technical level were held between PWD of HK Government, Freeman Fox and the representatives of GEC, Costains and Mowlem with the purpose of obtaining technical data.
GENERAL PURPOSE

Mr Hadden-Cave reported that HK Executive Committee had taken a number of decisions in February which he had summarised in his letters to the consortium of February and March. These decisions were respectively:

the June 1972 decision to go ahead with the full Mass Transit Scheme should be made public
construction of the first 4 stages should be implemented directly and this decision also should be made public
further consultation should take place with 4 consortia, respectively the British, Japanese, Italian and Franco/German
employment of the consultants Freeman Fox should be continued on a month to month basis, their work continuing on the same lines as hitherto
