You will wish to see Manilla telegram No EXCED 25 (folio 87), this is John Mason's report on Mr Feter Walker's talks with the Governor. I have con- firmed with Mr Glaves Smith that no report has reached them direct from Mr Walker.

2. As you will see the telegram is much more pessimistic than Mr Fell's reaction to his talks in Hong Kong. However, apart from confirming that the timetable has slipped and that Mr Haddon-Cave does not plan to postpone his leave it really adds nothing new. I have discussed the telegram with Mr Coggins, ECGD, (who accompanied Mr Fell,) who considers that at least

part of the difference in the telegrams can be attributed to the different personalities of Mr Fell and Mr Mason. I also think it is unlikely that a decision will be taken in the absence of Mr Haddon-Cave. and This pause in the proceedings might be advantageous if, following the next round of talks at the end of April/beginning May, we is indicated that a multi-national approach is advantageous. Mr Fell does not attach much importance to the third point in paragraph 2 concerning the Japanese in view of his talks with Mr Ozo in the previous week.

3. ECGD have replied to paragraph 5.

4. Mr Crowson considered that there would be no purpose in submitting to Ministers until we know whether Mr Peter Walker will be providing further background.
