We were most grateful to receive your helpful letter of 24 Kay amplifying your telegram Exeed 28. Bob Fell has since telegraphed to the Ambassador with a message for Ozu before he sees him next week.

While we are of course not displeased that Ozu is pursuing so vigorously the idea of a joint Anglo/Japanese operation, I should perhaps make it clear that for our part we are still only playing him along.
