and the input from Hong Kong itself, touch on the

confidence factor and on the timescale within which

we are working in Hong Kong. Others such as the

political interest of Japan and of the other European

countries in entering into a long term and expensive

partnership with Hong Kong have implications for

the future of their relationships with us and with

China. These are specifically FCO interests, which

may indeed sometimes diverge from our overriding

interest in getting the contract for ourselves.

covered in the Executive Council paper, in which

case we need trouble you no further. If not I am

sure you will keep us posted.
