1. Could you investigate with DTI what might be behind Mr Aly Aziz's complaints as recorded in the attached minute from Mr Kershaw's office.
2. When I was in Hong Kong I met an associate of Mr Aziz (I think his name was Denman) who had once been in the Hong Kong Audit Service and was now sniffing around in the wake of tunnel opening celebrations. Presumably because his interest was the Mass Transit System, I suppose it is conceivable that the DTI or ECGD might have said something to the effect that the Hong Kong Government would be wise to rely on the British consortium, and not to mess around with doubtful operators like Mr Aziz, and that this might have got back to Mr Aziz's ears through Mr Denman. Perhaps you would follow this lead and any others that occur to you.
