After talking to Mr Wilford I handed Mr Glaves-Smith
a copy of the ExCo paper (pages 1 23) and of Annex E of
the paper which sets out the rival offers. Both of these
were too bulky to be of use to him if I merely let him
read our copy as I originally suggested.
3. I have, however, told him that the paper is to go no
further, is not to be referred to by him with others, and
that I want it back. I have not referred to this in the
main submission since it goes beyond the Governor's
original request that the paper should not go outside the
office.
