HONG KONG MASS TRANSIT SCHEME
!
We have spoken on the telephone about the confusion in the minds of the British Group created by the reports which both they and we have been receiving to the effect that the Hong Kong Government are expecting to be told firm prices in the course of the March/April discussions.
Representatives of the British Group called on me yesterday to discuss this. Subject to checking with their parent companies, they thought that it would probably be helpful for me to send a telegram to Haddon-Cave in an attempt to clear up the misunderstanding. I attach a draft.
If you have any comments on the draft perhaps you would give me a call. I should be grateful, however, if you would not despatch it until I have had confirmation from the British Group that they want to proceed in this way. I hope to hear from them shortly after 4 pm today.
I am sending copies of the letter and of the draft telegram to Ken Cotterill, ECGD, and Stuart Edwards here.
