We spoke this morning about a letter which we have sent to the Governor of Hong Kong voicing our doubts about the present intentions of the Hong Kong Government. I attach a copy which I would be grateful if you would return to me when you have read it.

2. I have also suggested to my Minister that, if you can find an "independent expert", he should write to commend him to the Governor. You kindly agreed to let us know how the search for an expert goes.

3. You may already have heard from your Marine Division that Jones, the Deputy Economic Secretary, Hong Kong will be in London next week for talks on shipping questions. He is, of course, closely associated with the Mass Transit System and we have suggested to Watson that it would be worth detaching him temporarily from his shipping negotiations to try to bring him to the light on the underground. If you agree, perhaps your people could liaise with Archer in the Shipping Division.
