Thank you for your letter of 6 March with which you sent me a copy of the FCO letter to the Governor, which I am returning.

I have been in touch with John Archer, who will try to arrange for either Les Watson or me to see Jones next week.

We spoke briefly this morning about the "independent expert". I think that "expert" perhaps conveys the wrong impression. The Hong Kong Government probably feels that it is getting too much expert advice and is unable to absorb it. The point of getting Mr Alistair Frame to go to Hong Kong would be for them to get the benefit of a talk with a decision- maker rather than an expert who has himself had to weigh the pros and cons of a multi-contractual versus a consortium approach. I will get in touch with you again if we want to pursue the idea.
